IEAA's Transnational Education Network provides a forum to exchange views and ideas about TNE strategy and management, policy and practice, and keep abreast of changes in regulatory environments, innovative delivery and commercial models, emerging markets and opportunities. 

With the release of the Australian government’s draft International Education and Skills Strategic Framework and its clear focus on supporting transnational education initiatives, this year’s TNE Forum is more relevant than ever, bringing together government representatives, sector experts and practitioners to examine strategy, policy, regulatory settings, challenges and opportunities in new and mature markets across Schools, VET and Higher Education.

A must-attend event for experienced practitioners as well as those new to TNE, the forum gathers industry expertise to look at where we are now, what we can learn from the experience of other organisations, and what Australian transnational education might look like in the future.

Participants will have the opportunity to network with colleagues during the two days, and at the end of Day 1’s Networking Drinks.

Jennifer Bahen

Counsellor, Education and Research 

Department of Foreign Affairs and Trade (DFAT) 

Post jurisdiction: Vietnam and Thailand Jen is the Counsellor (Education and Research) to the Australian Embassy, Hanoi, Vietnam, with responsibility to Vietnam and Thailand. Prior to commencing this role, Jen was the Director for International Education at TAFE Directors Australia, and brings with her a detailed knowledge of Australia’s tertiary education system, particularly vocational education and training. In this role, Jen was responsible for supporting Australian TAFEs to further their international engagement and as such, facilitated a number of agreements and programs that supported TAFEs expand globally. Jen also led Australia’s engagement with the World Federation of Colleges and Polytechnics, providing invaluable experienced into global skilling systems. Jen has previously worked in a number of positions within the Australian Government, leading policy and program initiatives spanning schools, vocational education and youth engagement. Jen was posted with the Department of Education, Skills and Employment to the Australian Embassies in Beijing and Bangkok, managing the broad bilateral relationship between China and Australia and Thailand and Australia. Jen has also worked in the education sector privately supporting both school and university engagement in China. Jen has lived in Beijing, Shanghai and Bangkok, and is passionate about enabling global engagement and exchange in education. Jen completed a Bachelor of Arts and a Bachelor of Science (Honours) at the University of Melbourne.

Tom Buckley

Global Head of Transnational Education 

Navitas Ltd 

Tom Buckley is Global Head of Transnational Education at Navitas. He benefits from twenty plus years in leaderships roles in Canada and the UK. Extensive expertise in the global higher education sector and in particular the establishment and operations of university branch campuses across a diverse number of locations. As Global Head of TNE for Navitas, Tom's focus is on development and execution of Navitas’ ambitious TNE Strategy. Tom is currently based in Bandung, Indonesia supporting the opening and launch of the Deakin University Lancaster University joint branch campus.

Matt Clarke

Manager, Business Development 

South Australian Certificate of Education (SACE) 

Matt joined the SACE Board of South Australia in 2019 to initiate and support an international growth agenda. He is a business development professional with over 20 years of experience in the international education sector. Originally from the UK, Matt has worked with several of the UK's academic and vocational exam boards, including City & Guilds, Pearson Edexcel, Pearson BTEC, Pearson LCCI and Oxford AQA Examinations, to increase the UK education footprint overseas. He has worked with schools and VET providers in many culturally diverse markets, including the UK, Middle East, Africa, Australia, South-East Asia, South Asia, and China. Matt lived in Dubai, the United Arab Emirates, for eight years, before relocating to Australia with his family in 2017. He became an Australian citizen in 2022.

Gwilym Croucher

Senior Lecturer 

University of Melbourne 

Associate Professor Gwilym Croucher is the Deputy Director of the Centre for the Study of Higher Education at the University of Melbourne. A former Fulbright Scholar, his research focuses on different aspects of the political economy of higher education. He has published widely on higher education policy and management and led large publicly funded research projects. He is also a regular media commentator on higher education in Australia.

Neema Cucinotta, IEAA-AF

Director, Transnational Education Partnerships 

Swinburne University of Technology 

Over the past 15 years in the higher education sector, Neema has held leadership and management roles across universities, in different parts of higher education, working both within Faculties and in central units. Neema's first job was at an international office reception where she learnt about the transformative nature of education and since that time Neema has worked across all areas of international including mobility, recruitment, admissions, coursework and research partnerships. In the more recent past, Neema has held broad Faculty, School and International division leadership roles, giving her a deep understanding on the wide variety of perspectives on academic partnerships and how institutions discuss, operationalise and resource transnational education. Neema currently is the Director for Transnational Education Partnerships at Swinburne University of Technology where she leads a team of combined academic and professional staff who support the delivery of approximately 1500 unit offerings to more than 5000 students across Swinburne’s global teaching partners.

Dr Dong Xuan Dam

Dean, School of International Education 

Phenika University 

Dong Xuan Dam holds a Ph.D. in Administration from the University of Quebec in Montreal, Canada, an MBA from the French Management Center (CFVG), and an LLM in International Business Law from the University of Tours. Dr. Dam currently works as Dean of the School of International Education at Phenikaa University. He is directly in charge of UWE Bristol’s franchised undergraduate programs with the University of the West of England (UK), Capital Normal University (China), and Youngnam University (Korea). Before joining Phenikaa University, he worked as Dean of the ISME at the National Economics University, where many TNE programs have been launched with Coventry University, University of the West of England, Huddersfield University, University of Koblenz-Landau, Boise States University and UQAM.

Mike Ferguson, IEAA-SF

Pro Vice-Chancellor, International 

Charles Sturt University (CSU) 

Mike is Pro Vice-Chancellor (International) at Charles Sturt University and former Chair and Treasurer of the AUIDF. Prior to his role at Charles Sturt University, he held the role of Director for Global Student Recruitment at the University of Canberra. He has also worked in international education as an Australian Diplomat in New Delhi, as Director of International Education Policy for the Department of Home Affairs and as a Ministerial Advisor to Senator Michaelia Cash. Mike is an IEAA Fellow.

Rashima Ghai

Global Engagement Manager 

Australian Trade and Investment Commission (Austrade) 

Rashima is the Global Engagement Manager at Australian Trade and Investment Commission (Austrade). Prior to working at Austrade, she managed the transnational education (TNE) programs at Victoria University, Australia for more than 10 years. She has experience in developing, implementing and managing TNE programs in various markets.

Timothy Gilbert

Vice President International Development 

Melbourne Polytechnic 

Tim Gilbert is a seasoned professional in the field of international education, particularly transnational education, including stand-alone commercial partnerships, capacity development, and feeder programs. As the head of Melbourne Polytechnic's International Partnerships division since 2019, he has successfully established new models of transnational delivery and expanded the institution's reach into new markets, resulting in it being recognized as Victoria's top-performing TAFE internationally winning several Victorian Government awards in 2023. Melbourne Polytechnic’s International Partnerships directorate has been at the forefront of developing VET micro credentials for offshore delivery, leading the collaboration with Victorian TAFE counterparts, with the goal of scaling Australian VET expertise throughout the region. Under Tim's leadership, Melbourne Polytechnic has also focused on customizing its educational offerings to cater to the specific needs of local markets, while also providing pathways for students to continue their education in Australia. Overseeing both international student recruitment as well as international partnerships, Tim has been able to integrate strict admissions criteria into the transnational programs to allow for streamlined articulations onshore.

James Goodsell

Director, Student Program Management Section, Temporary Visas Branch 

Department of Home Affairs 

Mr Goodsell has worked with the Department of Home Affairs and predecessor Departments in a number of roles in service delivery, policy and program management since January 1993. This included service delivery roles in Client Services, Students and Skilled visas, Health Policy and previous program management roles in the Protection Visa and IMA Legacy Caseloads as well as leading the Business, Industry and Regional Outreach and the Global Talent Officer programs. Mr Goodsell also represented the Department on overseas posting in Singapore, Hanoi and New Delhi and took over the program management role of Director, Student and Graduate Visas in December 2022. Mr Goodsell holds a Bachelor of Science.

Peter Harris, IEAA-AF

Executive Director Future Students 

UTS College 

As Executive Director Future Students at UTS College, Peter leads UTS College Market and Business Development strategy. He is responsible for all marketing, student recruitment, admissions transnational education (TNE) partnerships, and product and business development. He is supported by Sydney staff and teams in China, Vietnam, Indonesia, India, Nepal, Sri Lanka Dubai Thailand and Malaysia ensuring the College remains at the forefront of pathway providers through product innovation and continuous improvement He has overseen the expansion of the TNE program and established partnerships throughout Asia including a wholly owned campus in Sri Lanka to build capacity and increase access for students in their home country. Peter sits on the Boards of UTS College subsidiaries in Australia, China and Sri Lanka and management boards of all TNE partnerships. Prior to joining UTS College, Peter worked across a range of sectors and roles from professional advisory with Deloitte, founding a tech start-up and successful advertising and marketing agencies. His not-for-profit experience includes appointments to the International Education Association of Australia (IEAA), as well as volunteer work in mental health and mentoring for purpose start-ups. Peter is also a Graduate of the Australian Institute of Company Directors and a member of the Institute of Chartered Accountants.

Tracy Harris, IEAA-F

Tracy brings extensive leadership experience to the international education industry, with over three decades spanning universities, pathways, federal government, and the not-for-profit sector. As Principal of Tracy Harris Solutions, she works with clients on projects, contributing her expertise and knowledge of international education. This includes leadership, governance, communication and marketing, and stakeholder engagement. Tracy is also a regular contributor to The Koala News. Tracy led Swinburne College as General Manager and Dean, and was the Executive Director, Global Development and Performance at RMIT University. Tracy held a variety of roles in the public sector, at the Australian Trade and Investment Commission (Austrade), including overseas representation, and in the former Australian Education International (AEI).

Dr Janet Ilieva

Director and Founder

Janet Ilieva is the founder and director of Education Insight‚ a research consultancy specialising in international higher education. Janet's research focuses on international student mobility‚ university partnerships‚ transnational education‚ national policies for global engagement, and sustainable development. Janet regularly researches higher education engagement for government departments‚ universities‚ and international organisations in Europe and Asia. Education Insight’s Global Engagement Index is an open-access resource that captures the state of internationalism across UK higher education institutions. Education Insight is a co-founder of the TNE Impact repository.

Rob Lawrence

Principal

Rob possesses exceptional long-standing experience of TNE, having conducted the initial feasibility study for RMIT in Vietnam in the mid 90’s, followed by over sixty due diligence projects for Australian and British universities throughout Asia, and parts of Africa and Europe. These have included unique first to market studies between universities and corporations, governments and professional associations. In addition to the creation of new partnerships, Rob has conducted risk and impact studies for many ventures faced with closure, merger, changes of ownership and new program innovations. Rob has been instrumental in building new strategies in response to under-performance and internal reviews, as well as shifting market dynamics, including population growth, urban renewal, access to new delivery mechanisms, ed-tech initiatives, and new regulatory measures. Rob’s understanding of domestic and international education market dynamics, demand and drivers is unparalleled. Each year, he interviews many thousands of students, academics, parents, agents, industry, and opinion leaders, on behalf of universities, governments, schools, institutions and cooperative organisations around the world. Rob has pioneered numerous first-to-market local and global initiatives and in the process, acquired a deep understanding of diverse regulatory environments, compliance systems, alternative practices, consortiums, financial due diligence, and reporting systems. Rob has conducted field research in 38 countries and has the remarkable record of having worked in some research capacity, for every Australian university and State government. Dr Jane Lim

Dr. Jane Lim boasts a distinguished career spanning over two and a half decades at INTI, where she embarked as a Computing/IT lecturer. Throughout her trajectory, she has traversed diverse roles, evolving into a seasoned academic leader. From her beginnings as an academic to her tenure as Head of Program, Dean, Academic Director, Deputy Chief Executive, and ultimately Chief Executive, Dr. Lim has amassed extensive experience in academic management and operations. Currently serving as Chief Executive of INTI International College Subang, Dr. Lim also holds a pivotal role as Vice President position of Academic Support and Partnership at the INTI Group level. Her expertise encompasses campus management and support, new program development, academic processes and operations, and fostering industry-academia collaborations. At the helm of INTI's Partnership Unit, Dr. Lim orchestrates Transnational Education management, leveraging her proficiency in establishing, developing, and overseeing franchise programs with esteemed partner universities spanning Australia, the United Kingdom, the United States, and France. Her adeptness at navigating the complexities of international collaborations allows INTI to deliver high-quality education that meets global standards. Dr. Lim's efforts have been instrumental in creating seamless academic pathways for students, providing them with opportunities for international exposure and diverse learning experiences. Caryn Nery, IEAA-SF

Victoria University 

Caryn has worked in international education for over 25 years in a variety of roles including teaching, teacher training, academic coordination and TNE partnership management. Caryn has been involved in the leadership of the TNE Network for over 10 years and is a highly regarded TNE expert. She joined Victoria University as Director, Transnational Education Partnerships in June 2019, and oversees partnerships in Malaysia, China, Sri Lanka, and India. Prior to this, Caryn worked as Associate Director, Partnerships and Development at Monash College and spent 9 years at RMIT, managing TNE partnerships in the Asian region.

Yuan Peng

Senior Manager Global Engagement 

TAFE NSW International Business 

Yuan Peng is the Senior Manager for Global Engagement at TAFE NSW, overseeing their global partnerships. A senior business development professional with over 20 years in the international education sector, who leads, develops and implements strategies and products to meet the needs of the international markets for offshore projects and transnational delivery. Yuan’s focus on organisational growth and diversification is supported by her passion for quality training, global community development and life-long learning. A VET sector specialist, she is known as an innovative thinker with refined skills in developing high-level relationships with industry and governments, to enable the development of overseas partnerships. Prior to Yuan’s service at TAFE NSW, she oversaw international student recruitments and student services at one of the largest education recruitment firms in Australia. During her time, Yuan has achieved continuous business growth through onshore student recruitment and grown the brand from strength to strength.

Dr Douglas Proctor, IEAA-SF

Pro Vice-Chancellor (Global Engagement) 

Swinburne University of Technology 

Dr Douglas Proctor is the Pro Vice-Chancellor for Global Engagement, at Swinburne University of Technology. He provides leadership across the university on global engagement and has responsibility for the development and deployment of Swinburne’s global strategy in teaching, research and outreach. A Senior Fellow of the International Education Association of Australia (IEAA), Douglas holds a PhD in international higher education from the University of Melbourne. Currently Chair of the European Association for International Education (EAIE) Publications Committee, Douglas was also recently the guest co-editor of a special issue of the Journal of Studies in International Education on environmental sustainability and internationalisation.

Katrina Quinn

Acting Executive Director, Regulatory Operations 

The Tertiary Education Quality and Standards Agency (TEQSA) 

Katrina is acting Executive Director, Regulatory Operations at the Tertiary Education Quality and Standards Agency’s (TEQSA). In this role, Katrina has been responsible for leading three regulatory groups to manage a schedule of assessments and compliance investigations within statutory timeframes, using an evolving risk framework. Her substantive role at TEQSA is Director of the Policy, Research and Engagement (PRE) Group where she leads its sector policy analysis and research capacity in support of the agency’s regulatory role. Another key aspect of the PRE portfolio is TEQSA’s communications function, events, such as the annual conference, and strategic engagement with providers, peak bodies, professional associations, international agencies, government and students. Prior to joining TEQSA, Katrina worked in the university sector in general management, communications and quality assurance roles.

Individual Registration

To register for an IEAA event, you first need to either sign in to your account, or create a new account using the links just below the registration button.

  1. Select 'register yourself'.
  2. Choose the registration option (if there are more than one).
  3. Add any dietary or accessibility requirements (in person events only).
  4. Proceed to checkout to complete your registration.

Group Registration

To register a group, you first need to either sign in to your account, or create a new account using the links just below the registration button.

Once you are logged in you need to:

  1. Register yourself (following the individual registration steps).
  2. Choose another person Register additional people from your organisation by selecting register someone else.
  3. Select 'Register Someone Else' to add another person from your organisation.
  4. Enter the name in the search field and select.
  5. Select 'Save' to add them to your registration.
  6. Choose the registration options for each individual.
  7. Repeat for additional people.
  8. Proceed to checkout to complete your registration.
