Government announces National Planning Level for new international student commencements

Today, Tuesday 27 August 2024, the Australian Federal Government announced the National Planning Level (NPL) for new international student commencements for the 2025 calendar year.

The joint press release titled ‘Improving the sustainability of international education’ is attributed to the Minister for Education The Hon Jason Clare MP; Minister for Home Affairs, Immigration and Multicultural Affairs, Cyber Security, and the Arts The Hon Tony Burke MP; and Acting Minister for Skills and Training Senator The Hon Murray Watt.

The total NPL will be set to accommodate 270,000 new students, which will be divided between higher education, and vocational education and training (VET) sectors.

Publicly funded universities will take approximately 145,000 of these new commencements, with VET assigned 95,000. The remaining 30,000 places will be shared by other universities and for non-university higher education providers

Student excluded from the NPL cap include: school students, higher degree by research students, students undertaking standalone ELICOS courses, non-award students, Australian Government sponsored scholars, students that are part of an Australian transnational education arrangement or twinning arrangement, key partner foreign government scholarship holders, and students from the Pacific and Timor-Leste.
